The First Ladies Against Cancer (FLAC) Initiative is a high-level coalition of current and former State First Ladies in Nigeria, working to reduce the burden of cancer through strategic advocacy, systems strengthening, and multi-level programming.
FLAC operates at the intersection of policy influence, service delivery, and community engagement, advancing equitable access to cancer prevention, screening, diagnosis, and treatment across Nigeria. Through its network of state-level partners and national stakeholders, FLAC drives policy reform, health financing inclusion, and public awareness to improve cancer outcomes.
Position Summary
The Programme Coordinator will serve as the technical and operational lead of the FLAC Secretariat, responsible for translating FLAC’s strategic priorities into coordinated, high-impact programmes at national and subnational levels.
The role requires strong capabilities in programme management, policy advocacy, stakeholder coordination, and health systems engagement, particularly within Nigeria’s decentralized health system. The Coordinator will work closely with state-level NGOs, government institutions, and development partners to drive cancer advocacy, integrate services into state systems, and ensure delivery of measurable outcomes.
Key Responsibilities
- Programme Management & Delivery
- Lead the development, implementation, and continuous refinement of FLAC’s annual workplan, aligned with strategic priorities and funding commitments
- Coordinate end-to-end delivery of FLAC programmes, ensuring timeliness, quality assurance, and results tracking
- Oversee planning and execution of key convenings, including policy dialogues, advocacy campaigns, and national events
- Establish and maintain programme tracking systems (workplans, dashboards, reporting tools)
- State-Level Policy Advocacy & Health Financing
- Coordinate FLAC’s multi-state advocacy strategy to integrate cancer services into State Health Insurance Schemes (SHIS)
- Support member organizations to develop evidence-based advocacy cases and engage policymakers (e.g., SHIAs, Ministries of Health)
- Track and report progress across states using structured advocacy and policy monitoring frameworks
- Facilitate engagement with state-level stakeholders to advance screening, diagnostics, and treatment coverage pathways
- Technical Support & Capacity Strengthening
- Provide technical guidance to member NGOs on programme design, implementation, and monitoring & evaluation (M&E)
- Coordinate learning platforms (peer exchanges, workshops, joint campaigns) across FLAC states
- Develop tools, templates, and guidance materials to strengthen implementation quality and consistency
- Maintain structured communication and performance tracking across partner organizations
- Communications, Storytelling & Visibility
- Lead implementation of FLAC’s strategic communications and advocacy plan
- Oversee development of storytelling products, including survivor narratives, campaign content, and media materials
- Coordinate media engagement, including press releases, digital campaigns, and stakeholder communications
- Represent FLAC in technical forums, panels, and public engagements as required
- Stakeholder Engagement & Partnership Development
- Manage relationships with key stakeholders, including:
- Federal and State Government institutions (e.g., FMoH, NICRAT, NPHCDA)
- Development partners and donors
- Global cancer and health networks (e.g., UICC, AORTIC)
- Develop and manage strategic partnerships, including drafting concept notes, MoUs, and collaboration frameworks
- Support resource mobilization efforts, including proposal development and donor reporting
Qualifications & Experience
- Master’s degree in Public Health, Health Policy, Development Studies, International Relations, or related field
- Minimum of 5–7 years of relevant experience in programme management, preferably within health systems, advocacy, or multi-stakeholder initiatives
- Demonstrated experience in policy engagement, particularly at state level, including health financing or insurance schemes
- A strong understanding of Nigeria’s health system architecture and cancer care ecosystem is highly desirable
- Proven experience working with government, donors, and civil society organizations
